history of the school

Sometime in the late 1940s, Toro Hills was an annex of the North Bago Bantay District. Mr. Saturnino Magturo, the principal at the time, went on to become the Regional Director of the Department of Education in Southern Tagalog several years later.

In the early 1950s, there was a desire for more classes to be offered. Miss Isabel Francisco became principal during the 1960-61 school year, however she was promoted and transferred to San Jose Elementary.

Toro Hills annex at Project 8 was made independent and Mrs. Rosenda Arriola, the Head Teacher as the Principal. Since then, Toro Hills Elementary School is blessed to have kindhearted, intelligent, and motherly principals who placed and led their teachers toward excellence. Premiered by Mrs. Arriola with twelve energetic teachers, she was followed by Mrs. Magdalena R. Perez with thirty-nine teachers and then, by Mrs. Emeralda Lugtu with seventy teachers. Then Miss Trinidad C. Juan came and led almost one hundred teachers. Dr. Conchita Ll. Ines followed her, and then came Dr. Ruperta B. Gayadan. Mrs. Elizabeth San Diego followed. Mrs. Clarita M. Pinili became the principal in the year 1997 followed by Dr. Julieta G. Navarra in year 2020. She was succeeded by Elisa B. Francia.

Another female principal in the person of Mrs. Porfiria B. Santos managed this school from 2005 to November 2007. In the same year a debonair principal in the person of Dr. Edgardo V. Morales, Principal IV assumed his duty to this school. As experienced principal he continuously led the school’s torch burning. This flame energized every teacher, student, and non-teaching personnel to continue the school mission.

In July 2010, this school had another intelligent lady principal in the name of Dr. Lea G. Talosig. However, she did not stay long, due to health reasons. Mrs. Paulina F. Platon, served for 3 years until her retirement in August 2014.

Comes next is a hardworking and kindhearted, Dr. Myrna R. Irinco who served for two years. Another hardworking principal in the person of Ms. Gloria E. Huera led the school by training teachers with positive discipline techniques to be able to teach better. Her efforts produced winning coaches and pupils in various academic and athletic contests.

In July 2019, Mr. George C. Melegrito was at the helm of the school, zealously working for academic improvement, closer supervision on instruction, as well as implementing innovations for the improvement of the school. He served until February 2023. Assistant Schools Division Superintendent, Mr. Marc Voltaire A. Padilla took over as Officer in Charged, pending the designation of a new principal.

Mr. Antonio P. Miranda came On August 11, 2023, as Principal IV, succeeding ASDS Padilla. Then, Toro Hills was recognized even more due to his connections to non-governmental organizations and linkages to several media partners. Teachers, pupils, and the entire community supported him in his advocacies like having the BINHI Project, which focused on reading literacy and the Ban Toxic, eventually raising the awareness of the community on the negative effects of plastic use.

Toro Hills Elementary School was truly privileged to have been led by Dr. Zenaida A. Malillin, now retired, who was recognized as a transformative principal known for her exemplary leadership and commitment to treating all members of the school community with equal importance. Under her guidance, the school achieved significant progress and established a strong foundation for continued excellence. Following her retirement, the Public Schools District Supervisor (PSDS), Dr. Marilyn D. Agao, served as Officer-in-Charge (OIC) from January to May 2026, ensuring a smooth transition of leadership.

At present, Assistant Schools Division Superintendent (ASDS) Reginaldo A. Reyes serves as Officer-in-Charge, providing continuous leadership and ensuring the sustained implementation of the school’s programs and operations.
